At first glance, Groningen seems unusually well equipped to serve international businesses. In the EF English Proficiency Index 2025, it scored 656—the highest result among the nine Dutch cities listed. The city also hosts around 63,000 higher-education students, while the University of Groningen alone reports 8,500 international students.
